Why verification matters in Delhi
Delhi has one of India's most active rental markets — and unfortunately one of its highest rates of rental fraud. Fake landlords, sub-let scams, unregistered PGs and disputed properties routinely trap first-time renters. Following the checklist below can save you months of legal trouble and a few lakhs in deposits.
Document verification (before signing)
- Ownership proof — Ask for a copy of the sale deed, allotment letter or GPA (in older DDA/Housing Board flats). The name should match the person collecting rent.
- Latest property-tax receipt (MCD) — Confirms the flat is registered with the municipal corporation.
- Electricity bill in the owner's name — a strong secondary proof of possession.
- Society NOC / RWA letter — Mandatory in most Delhi housing societies. Without it, RWAs can block your entry.
- Encumbrance certificate (for long leases) — Confirms the property is not mortgaged in dispute.
Physical verification (visit day)
- Visit at least twice — once in daylight for structure, once after 8 pm for noise, water pressure and neighborhood safety.
- Ask neighbours 2 questions: "Who lives here?" and "How long has the owner had it?" Their answers should match the landlord's claim.
- Inspect for water seepage on ceilings, especially in DDA and older Lajpat/Malviya Nagar builder floors.
- Test every switch, tap and geyser — repair costs are almost always on the tenant in Delhi.
Legal & registration
Under the Delhi Rent Control Act (as amended) and the Registration Act 1908, any lease of 12 months or more must be registered with the sub-registrar. Unregistered agreements are not admissible in court. Stamp duty in Delhi for residential leases is 2% of the average annual rent (with a small ₹100 stamp for the counterpart copy). Police verification of the tenant (and landlord)
Delhi Police mandates tenant verification within 15 days of move-in. The landlord files Form-D at the local station or online via delhipolice.gov.in. Reject any landlord who refuses this — it usually means the property itself is not clean.
Red flags that mean walk away
- Full cash-only deposit with no receipt.
- Landlord unwilling to show Aadhaar or ID.
- Rent significantly below market (usually indicates a legal dispute).
- Broker asking for "advance blocking" before you've seen the flat.
